Project for the Bicentenary of the French Revolution. 500,000 red balloons float down the river Seine from Pont d'Austerlitz to the Eiffel tower and take off! The helium-filled balloons are attached to a salt weight that slowly dissolves during the 3.5 hour stretch, crossing the heart of Paris. (not realized)
